The shiny surface of the sheet is fairly sticky, so anything on the flat of your boots that comes in contact with concrete will stick to it. The shoes cannot be inserted into the grooves of the Scotch tape on a big piece of paper.

Already it has proven to be a good product. I just got this a couple of days ago. All the dirt and grime on the bottoms of your shoes will stick to the surface, not tracking into the room when you walk on it. Clean floors are made possible by this invention. As a result, the top sheet gets full of dirt and crud, you can peel it off to reveal another sticky sheet, which is perfect for scraping it off.
This is not super adhesive and therefore does not solve the problem, which is why it got a four star rating. Yet it does make a huge difference. We are especially aware of this problem when we forget to peel off the old layer and it's no longer sticky, and then we see how much litter is.

It takes almost as long as some others. This is not a sticky substance. My shoes almost fell off the first time I used them. In fact, it did not stick to my sock at all.
