There was no way to tighten the bolts

Using it, what should I do? A round hole is present in each bolt hole on the plate. A carriage bolt is used in this case. In addition to having a round shape, it has a round head. It looks like the bolts have square ends right under the cap, so how should I tighten the nuts? Are square holes needed on the plate, or should they be rounded? I could not get the bolt to stop spinning when I tightened the nut. What does this all mean? I'd appreciate any advice you can give.
