Please: When folded down, what is the diameter of the mixer's widest part? Are you unable to spin?

When closed, it measures 1 7/16" at its widest point.

Is the whole thing made out of stainless steel?

The shaft is made of steel, and the mixing head is made of aluminum. At this time, the "006SS Stainless Steel Hanson Plunge Mixer" is the only stainless steel mixer we have in stock.

Is the food and drug administration (FDA) on board with it?

No, this is not the case. Aluminum is used to make the head.

What kind of drill do you need?

Any drill with a chuck capacity of 3/8" or more. If the drill's rpm are high enough, it can be used.
