The bolts are there, but the screws are not. They may not be flush heads if they are recessed.
The shiny plastic makes me think not, since they are so dull. Could you get rid of the shineiness of them by sanding them a little?

Very clean and simple, the screw heads were covered as promised.
As if they were butter, the screw head glided through them. The case is made of a thin plastic that is hard to break. I found the material to be neither rubbery nor sticky. For my application, the ones from Lowe's were far better- almost rubbery and held up for the longest period of time. There were cheaper alternatives, but they were not as cheap. As long as you are not screwing into recessed holes, these should work just fine Then you'll be in the same rut as me.
In order to keep my Spa motor running smoothly, I had to perform some maintenance. The original covers have unfortunately been lost, or have been broken, during the process of removing the capped covers used to hide the screws holding the fake wooden sides in place. Most of these snapped shut without any trouble, though some were more difficult to close.
My new license place holder looks great with them, and I kept the screws from rusting since they are stainless steel!.
I used it to cover screw heads so they were hidden. I am looking forward to finding out how durable it is. The exposed screws on the 6ft fence repair are a nice touch.
There will be some screw heads that are not compatible with them. The only ones I've seen were small.
A pair of these was used to replace the screw buffers on an ABS bike.
