This device simply divides the signal and sends the outputs to both devices. You can, however, control the volume on your sound bar (including mute) and the volume on your headphones as usual.
Yes! With a Phonak Bluetooth receiver and a Bose 700 Soundbar with the Bose 700 Base module, that's exactly how I'm using mine. Rather than using wifi or HDMI, I have the BaseModule wired directly to the soundbar. Everything is in working order! My Direct TV box is even optically connected to the television!

It certainly ought to. I've got mine hooked up to a receiver and a pair of wireless headphones. Both speakers are audible to me at the same time.

The cables that come with the computer are terrible. As I previously stated, the construction appeared to be solid, and only time would tell whether or not it was of good quality. I finally got everything rearranged so that I could try the splitter, but I can't because the cables that came with it won't stay plugged in no matter what I do. As a result, I have no way of knowing whether they will actually transmit the signal or whether the splitter will split. I've ordered a different brand of cables to see if everything works, but potential buyers should think about this before buying. If they're going to scrimp on quality cables, they might as well scrimp on the splitter's internal construction. I'll give more advice once I get some good cables and have a chance to test the splitter, but even if they work, the best I can think of is 2- Because of the cables, I gave it a three out of five star rating. Updated on April 30, 2020: I got the higher-quality cables yesterday and tried them out last night, but they won't "snap" into the splitter and stay connected (they work fine in other optical outlets, but not this one). I used duct tape to keep the new cables from pulling out in the hopes of making it work, but the sound was extremely staticky (probably because the cable could still "wiggle" in the slots even with the tape), rendering this item useless and a complete waste of money. I'm going to ask for a refund right now.
This item was purchased so that we could connect a wireless headphone to our new LG television, as well as our external speakers. The tv only had one optical connection, and I needed both our external speakers and wireless headphones to work at the same time. This splits the optical audio so that I can listen to the external speakers while my husband uses the headphones at the same time, and it's a simple solution that involves plugging the optical cable from each item into this unit. I tried some of the less expensive ones and found them to be difficult to use. This one worked after I connected it. It's that simple! The best part is that it actually works!
