Silicone rubber is just what this is. Besides UV, it does not block any other type of radiation.
There is no guarantee that this will work on anything, but it will at least ensure that you get To fix a small nick or other damage, it is available as an adhesive. Weatherproofing electrical connections is what I use it for. I think you should replace the rusted pipe sooner rather than later. Wrapping won't fix a rusted pipe.

GO Arizonia! Any plastic item in a few summers is a hotdog french fries. On my cargo trailer rear door, the hard ABS plastic handle sleeve cover broke and will need to be replaced. Despite my best efforts, I could not locate any. Silcone tape is the kind of tape I have used for electrical installations. This would work, but the width would need to be greater than 1/2" and 3/4" and the mil thickness would need to be greater than most silicone tape products. Here is a link I found. Both the box and the nice box it would be stored in were broken. I will not be able to use all of it before it dries out. The item may need to be packaged.
I was not able to use it for my intended purpose. There was not much sealing and it required a great deal of stretching to help seal it.
Our boat had an electrical cord that we used this for splicing. It is the same color as the code so it will not be noticed. There has been snow on it for several months and it is exposed to The adhesion is excellent and we see no signs that it is.
The tape doesn't stick to anything but itself, so I would say it is of good quality. This silicone tape is significantly thicker than most others.
The last time we talked was a few weeks ago.
As an example, I had a leak in my hot tub and used this. Just like the hot tub, the leak was fixed perfectly.
Work well with the do it yourself rat trap near the air conditioner outside. Easy to use and strong.
