Drill the cinder block with a masonry bit, then hammer the appropriate size plastic anchors into the holes and screw the mounting screws into the anchors.
I'm not sure what decibel level the fan is at, but I keep it on "low," which is about as loud and powerful as a traditional floor fan on "high."
The fan is hung from the included bracket, which is screwed to the wall.
Continue to experiment with the modes, and it will eventually become oscillating.

I had this device for four months before it broke down. The fan motor hums, but the blades do not move unless the front cover is removed and the blades are manually spun. It will work for about a half-hour before shutting down again. I would have returned the item, but it was out of warranty, and I would appreciate it if the manufacturer contacted me for a replacement. Perhaps I received a bad batch of something. I'll update the review if I learn anything new.

Within a year, both of my daughters had left. It started squeaking one day and then stopped working about two days later. We vacuumed the cage, blade, and cowling every 3 to 4 weeks and then cleaned the insides with an air compressor, vacuum, and tooth brush to remove any dust accumulations that had occurred during its shorter-than-expected life. After that, we re-lubricated all of the moving parts with a light lubricant and re-assembled everything. It was successfully assembled (a very proud day in a father's life - (Full disclosure: the daughter declined the offer to help. ) The fan ran quietly, and all evidence of the previous friction and noise had vanished. I was ecstatic, as was my son. until late in the evening My son awoke me after a few hours to tell me that his room was filled with a haze and a strange odor. It was a miracle the smoke detector hadn't triggered. I took the fan off the wall and placed it on the front porch right away. It was hot and smoky, and I couldn't touch it with my hands. Before anyone points out that I should have used white grease instead of sewing machine oil, let me say this: I get it. I'd respond that I shouldn't have to work on something I'd bought less than a year ago and cared for well since then. Instead of buying the same fan for the fourth time, I switched to a different brand, which has worked out well so far. My son and I (along with my daughter) have discovered new ways to spend our time together.
