The Shelby Company in the United States manufactures them. They're made of metal. There's no indication that they're made of stainless steel anywhere. I hope this has been of assistance.
I was unable to get it to strike a ferro rod successfully. Without a spark, I scraped off a lot of material. They're good backup lightweight can openers for a camping or bugout kit, but don't expect them to be your striker.
They are not cheap, but they are of high quality. There aren't any made-in items that I can see. Except for the US Shield Company's name, no other designation exists.
