My wallet has just been returned due to this. My new one was in brand new condition and came with all parts. If you want to return the item, I'd suggest returning it and requesting that a replacement is provided. I think that allows you to state reasons for returning the item
The small rod is 3/4 inches and the big rod is 1 inches in diameter, I think. It is a handsome set.

As far as "you get what you pay for," I do not believe it. As much as I understand that the price is much cheaper than most, I would still expect a product free of defects upon opening the box. Upon opening the box, the finials fell to the ground. Broken parts were found in several of the vases. In addition to this, I noticed that the rods had an appearance of having been brushed bronze- The color I ordered was A third thing I noticed was that the rods were scratched and the color was chipped sporadically. Despite the fact that these are so cute and everything in the pictures is accurate, the rods don't twist when threaded to secure them, so they bow in the middle. The first time I sent Umbra an email through their support site, I did not receive a reply, but after I posted this review, they contacted me and provided me with a replacement finial. There are two styles of rod they produce, and I like both. Cappa is my favorite, though the other style is nice too. A good set of instructions, the correct tools, and hardware are provided for easy installation. As soon as I get the two I've ordered, I'll order two more.
