No mention of stems is made on the package because it only says leaf. It appears to be pretty uniform from the outside. Although it is cut quite small, it does not have any dust on it at all. This is an excellent product. The teapot is used every day by me. I still have about half of the container left, which lasted me so far this year. It's hard to say for sure what the stems look like.
