There is a rating that says it should be used outdoors. The ground is thick enough to resist a shovel, but it is not thick enough to resist being stepped on. As opposed to split loom, it is not thin. You may not be able to use this if you need to meet an inspection code. It does not seem like any stampings are on the conduit to indicate an official rating. The purpose of the fiber link protection was to allow a fiber link between two panels to be placed in a roof run. If you were doing this yourself, it would probably be perfectly fine.
It seems to me that the inside right now is about 1" and the outside is about 1 1/4".
When it comes to UL requirements, I would suggest liquid-tight

This is the best tubing ever! The machine looks great, it's easy to run, and it's We do great work and have.
Here are two examples It was easy for me to work with 5 inches. The tube was dragged through with a shopvac to pull the feeder line and baby powder through. I was able to feed many cables through without any problems.
