29/64" - I have the kit and can confirm that the drill bit pictured (with the number 29/64" written on it) is the one that comes with it. In addition, the tap provided is a standard 7/16" UNC tap with no special features. The time-sert driver and counter sink cannot be purchased separately, unfortunately. Forced to pay a premium for all four tools, despite the fact that two of them are widely available at a lower cost.
No, based on my understanding of how it works. That said, you could give it a shot and hope for the best, especially if it doesn't necessitate a lot of torque. Otherwise, I believe time-sert sells oversize kits to repair a damaged time-sert of the same size, so perhaps a bad helicoil of the same size could be fixed with one of those.

It doesn't get any better than this when it comes to repairing damaged threads. It's well worth the money, and it keeps the torque settings exactly the same as the original. If the original thread was coarse, the fine thread will be a better replacement. In addition, with the fine thread kit, you have more insert length options. My repair appeared to be superior to the original threads!.
It was extremely costly, and it did not solve my problem. Only the first inch of threads is fixed. So don't buy it if you require it to be anything else. The drill bit and tap, on the other hand, appeared to be of good quality. However, given the price, it should be.
It was well worth the money. Follow the directions and complete the task correctly. I used the 5/16 version on some Harley exhaust studs, and they're still going strong after 20,000 miles.

It really works.
It's pricey, but it's worth it. I used it to repair threads on a crankshaft for the harmonic balancer on a race engine that I built, and it's still going strong.
