Labels on the product state that it is made in Taiwan. It's not clear to me if there are also tools inside the box made in Taiwan, or if that's just the box.
Having never used it on a 1988 Caddy, but I've used it on other GM products and it worked well.
I have one that came with the set. In both photos you can see it. On the second photo, you can see it more clearly.
My family and I used it on our 89 Chevy suburban, so I wouldn't hesitate to go ahead and try it on your HD, too. As far as I know, it's a universal principle.

Worked for me. It is unclear and confusing that the instructions are given. Using 4 parts, as I was pulling a 1955 wheel, I did not have to modify the wheel. This assortment is a good choice if you want to To put the screws in the steering wheel, you have to pick a set from the top row that fits into two screw holes. Afterward, the H-shaped part then goes under them, holding them in place as they are screwed into your wheels' holes. A long black shaft is on the left side, then a small screw is put in the center of the "H" shape (you'll see the pointed end up close to the cap). I am not sure what the "U" shaped thing in the instructions is all about or what its purpose is.
In the past, I had to rent a kit with a similar component because I had to remove a steering wheel from a GM vehicle. This is not something I will rent.
The kit comes with everything you need to repair the steering column tilt on a 1988 Chevy C2500. I needed to tighten four bolts on that steering column. The Snapon kit I've used before is more attractive than the Snapon kit I've used before.
Making disassembly of the steering column easy and convenient became possible with this great addition to my toolbox.
My experience with Powerbuilt tools was good and I would not hesitate to order from this company again. This is the best value item for serious DIYers!.
However, I decided to make a higher investment in a higher quality unit this time, and I am very satisfied with it. Excellent machining, steel of high quality, along with a durable carrying case to keep everything in one place. My highest recommendation is to read it.
It was very easy to pull a very old steering wheel with this. A well built tool set makes work a breeze. There are no muss or fuss.
It was perfect.
