A bed cover, yes, if you want to weld it to your truck; however, most bed covers are aluminum or fiberglass, so I'm not sure how you'd hook it up.

Is this for two hinges or is it for one?

No, it's only for one set of hinges, and they're excellent, heavy-duty welders.

Is this strong enough to use as a hinge for tilting or dumping my small pickup bed?

In that case, the hinge would be useless.

The thickness of the steel is 1/4". 7/16" is the size of the bolt. Bushings are present on the hinge, but they are made of some sort of plastic with a shoulder. It appears that brass replacements are simple to install. This hinge serves as a stabilizer for a cargo carrier mounted on the back of my Jeep. After this project is completed and some miles have been logged, I'll provide an update. Update: My project isn't finished yet, and the bushings are shot from installing and removing the bolt and bushings for welding and trial fitment on 3/10/12.
