Whether I am using a metal sleeve or not depends on me. While it seems possible to prevent the rotation of the metal oil seal from occurring, not the outer rubber, it is hard to say whether or not the seal can prevent sideways movement as well.
For metals without threads, a lock tight seal is all you need. Apply the product on a clean, dry surface.
The Permatex version of Loctite 620 is what you would find in a hardware store. As I recall, I've used both on a number of occasions with good result, but 64000 is typically cheaper.
