If you're wondering if you can buy one of these cards to extend the time on your NA account, then yes! You can play on any server in the world regardless of your country of origin (there are many Americans who play on Japanese servers), so you should be able to access and add time to your account while stationed in Japan. You may experience some lag or a lower ping, but these should be the only issues you have!

It's cool to have one of these just to own, but it comes in a full-size case that a normal Xbox or Playstation game would come in, and it houses the little gametime card. Again, it's cool to have one of these just to own, but it's ridiculously wasteful when you can just subscribe on the website for no IRL resources.
