Setting up the system allows you to choose a language. It was hard for me to remember whether it would come with one, but since we have many, that was irrelevant to me. You should be able to determine if a "renewed" one comes with a charger if you are looking at one that is "renewed.". It is also possible to buy one separately if you want one.
