In terms of motor diameter, the 4 Tec has the right diameter. (I don't own a 4 Tec). I'm not sure whether the fans can clear the chassis.

The Merv 1/16 VXL Brushless will fit with this?

I will give you the short No. The MERV has a motor that is the size of a 380 can. A 540-size can is included in the package. There is a discrepancy between the diameter and the length.

It should fit since the motor and heat sink are 550nand 540, so just attach the heat sink to the motor and they should sit nicely together. That heat sink is what I'm currently using on my Sendon laptop, and it works like a charm.

This is a weak and cheap tool, but it works reasonably well for simple jobs

As a result, I wasn't disappointed since I didn't expect much for 15 bucks. It would have been better to secure the screws right away to be certain. I lost four screws on my first try. I had to improve the cooling plate and revers the air flow because the cooling plate is pretty much useless the way it is. still need to tweak the angle on the camera a little more to have a better effect, but it works. Aluminum is weak enough that it can be bent by hand, so I do not expect it to hold up for It did a simple job very well and came fast, is affordable, and a bit cheap compared to other products.
