It is true. Two adapters are provided one is for ARC rails and the other is for Picatinny
I bought it to mount an OpsCore helmet (which is what I bought it for). It is compatible with both arc rails and the rail system found on OpsCore helmets.
Separately, the light is available for purchase. Essentially, it is just a mount for the light on a picatinny rail. According to my memory, the light itself does come with a Molle strap mount. Both my Princeton Tec and Princeton Tech come with red and white lights. This should be of some assistance.

To illustrate, I have included a few photos (although the configuration of the M4 is not great -- I was just trying to demonstrate that it was possible). It appears that the plastic retention clip mounted on the bottom holds the top to the ARC rails, however, being plastic, I do not see it as "marine tough" and capable of handling the abuse that young soldiers may cause it in their daily dealings and equipment use. Since it is made of plastic, it IS lightweight and when paired with the Princeton Tec light which is also lightweight, the overall weight of the configuration when attached to my helmet is barely noticeable at all. In terms of price and construction, I have given it four stars. Once again, it is plastic and pricey for an item likely to be damaged or damaged by military staff. In addition to the hassle of taking care of it to make sure it doesn't break, the convenience is not worth the hassle it is performing well, but I will definitely update in a few months, especially regarding the durability.
