They can be changed out. My son, who is 6'2" and has a 28-inch waist, and my husband, who is 5'7" and has a 30-inch waist, both had no issues with the fit.
I'm a small guy, so the small harness is just right for me. So, for a 32" waist, the small is a good fit.
In theory, yes, but not without difficulty. The harness is worn over the belt, and the attachment webbing makes it difficult to hang bags. Wearing your tool belt over it is much easier and still very comfortable, albeit a little awkward. Then you have access to all of the bolt bags you desire.

After 25 years of wearing harnesses, this is by far the most comfortable one I've ever worn. Although the padding causes some additional sweating, it remains comfortable. I don't have to worry about straps getting tangled up when climbing pipe racks or entering and exiting towers because it fits so well. The quality of the back brace is excellent.

This harness is extremely comfortable to wear. It's something I wear almost every day. Although the Small size could be a little smaller, it does the job and does it well.
I'm surprised at how well it appears to be made for the price; it's comfortable, and the sizing corresponds to the size chart; however, after opening it, I noticed that it lacks the shock-absorbent strap that you attach to your Work platform. Don't forget to get one if you don't already have one.
I work in it all day with no issues or discomfort, and it's a lot less expensive than some other padded harnesses with removable belts.
Even though the rest of the harness had plenty of adjustment, the belt that came with the large green harness was too small to fit. I attempted to contact the company via email regarding a replacement belt but received no response.
