After you've put the paper on the sander and punched the holes in it with the black plastic piece that came with it, you can buy sheets without holes that fit right on it.

Is there a way to use it without the bag?

Yes, the bag only works with sandpaper sheets with holes specifically designed for this type of sander. I'm not having any issues with plain side paper.

Wet sanding should not be done with this product

Prior to stripping wallpaper, I scarred it with this sander. Wp remover was sprayed on the wall in a mist. The only part of the pad that got wet was the pad itself. After finishing the job, make sure the unit is completely dry. The lower "sealed" bearing has remained frozen, rendering it useless. It's a sander with a low price tag.
