I am not sure if this collet would fit your craftsman, but I purchased it for use in my Porter Cable router 690. After reviewing the pictures of the item and following the recommended fit, I made it my goal to purchase the item

Is it possible to use smaller shanks?

Using a reducer is the only way to do this. The cost of buying a separate collet for smaller bits is just as low.

What is the compatibility with Rockwell Routers?

It shouldn't be a problem if your router is equipped with a half inch cullet.

The style I ordered is different from the style I received, but it fits my Porter Cable router just fine. In the case you were looking for a collet that had a snap ring, this one does not have one.

It is not the same product as pictured

A pinch pin is not visible on the top of the collet as shown in the picture. There is much thinner steel than shown in the picture. There are no differences between the product and the This product is supposed to be durable, but it seems it won't be.
