It is possible. Due to the softness of aluminum, it has probably baked into the steel by corrosion, so the two metals have fused together. I wonder if you could use something like liquid wrench to reverse the corrosion? It would probably crush the aluminum during use.
As far as I'm concerned, it is a good quality tool in the USA. This product works well for me and holds up well over time
Chain extension of at least 4 inches is needed if you want to use it with 7" diameter objects, since the chain comes with only 18 inches. You can find the circumference of a circle by multiplying the diameter by three.
If you want to solve your problem, a chain on the Vise Grip would help. If you want to use it more easily, grab the drill shank with the conventional Vise Grip, and move it around.

It is reasonable to purchase two pairs so that you can use them The truth is, you will wonder how you ever lived without a Vise Chain Wrench once you have one. Among my favorite tools, these are far and away my favorite. A set of my new shoes was just purchased since the last pair I brought during a trip to a distant international laboratory was crushed by the checked luggage. In my 1999 Ford F350, I used it when installing a new fan by wrapping the pulley around it. It worked well. I found that once I figured out how to attach the chain to the wrench, it is kinda awkward somehow, those or I am just a pumpkin headed dum dum, but it was frustrating getting it to work in a tight place.
I really appreciate having this tool at my disposal. A low-cost tool that is easy to use and adjust. I bought it to remove the crankshaft pulley from a car whose timing belt needed to be replaced. What I don't understand is why I didn't purchase one of these years ago I would have been able to save so much time if I had known it then!.
As I change the water filters in my home frequently, I need and use chain wrenches on a regular basis. This one certainly fills a niche with great results.
