It is possible. Aluminum is soft and may have corroded a bit against steel by coming together with steel by a chemical reaction. What if you could reverse the corrosion effect by using liquid wrench? If you use this tool, then probably aluminum would be crushed.
As far as I'm concerned, it's a good quality tool in the USA. My use of it is frequent and it has remained in good condition
As the chain only comes with 18" of length, it would require an extension of at least *4" for an object with a diameter of 7". The formula for circumference is diameter x 3 to find a circle's circumference.
The chain on the Vise Grip with vise grip could solve your trouble, but I think you'll be able to grab the drill shank more easily if you use a conventional Vise Grip.
