Is this suitable for a 2x2? This would necessitate a 3 inch ID at the very least, but it has only been described as approximately 3 inches. ?

The diameter of the inside opening is 3". Almost exactly, but just a smidgeon more. Quite a bit.

Is the inner hole 3 1/2 inches in diameter?

The opening measures around 3 inches in diameter.

Is it possible to dig fence posts with this? This is also rocky terrain. ?

It can't be used to dig. Its purpose is to pound. It's possible that you'll have problems walking on rocky terrain.

Is the top welded together, or is it one solid piece?

The top is made of welded steel. It's a good one. put together Mine has been used to drive over 100 posts and is still going strong.
