What is the purpose of the third metal blade when grounding?

The entire LTS series decorative track and all its components, as well as all track heads have 3 contact points (blades). There is a hot, neutral, and ground contact in every single track piece offered by Lithonia. The product should be returned as defective if none of the three items are present.

What I see here has nothing to do with what I see here

This is the design I was looking for when I bought it. In place of the thin plate, there was a thinner one with an open end where power could be run. Having the power go into a power box from the end of a track is fine with the way this looks. My bet is that it will be perfect if it shows up!.
