It is true. A couple of 1/2 x close brass nipples, some rosette washers and female elbows to hook up to whatever pipe you are using will be needed. There is a 1/2" female thread on the faucet and the sink mounts flush with it.
As you can see in the picture of the faucet, the large rings behind each of the two handles are what would be mounted against the wall so based on how the pipe would be installed, it would be mounted at most a couple of inches from the wall. It sounds like the 9" measurement is from the wall to the end of the spout. We're not sure where you got that measurement from.
Box it up and take it back with the receipt to where you made the purchase and they should replace it for you.
No, there shouldn't be as long as you keep the hot water side closed and set it up with a plug or cap on the inlet just in case someone accidentally turns it on without realizing there is no hot water connected. Isn't it better to just install a single hose bib if all you need is cold water?

A lot of times, you receive more than you expected when you purchase online. It came with all the fittings and parts needed to be installed from the inside of the wall. made of polished brass and was very nice to look at. It took me about 10 minutes, not counting the time it took to get my tools, to get the faucet. I anticipated hitting the hardware store for the basic faucet, but quickly finished it. Not very often do I write a review, but for this one I had to!.

The quality of the product is excellent. Whether in the laundry room or mop room, the chrome finish looks too beautiful to be hidden. As of the end of the Simple and convenient, turn valves are suitable for use in a variety of situations. Before I saw this item on Amazon, I was not familiar with Speakman faucets, but apparently they have been producing them for many decades now. I'll be more than happy to buy another product from them if they have another product like this one in the future.
This product is very well polished and very good for medium duty use, and it works very well.
