It's a little difficult to understand the description. Is this a breaker that has previously been used?

It should specify whether it is brand new or used. The one I got in the mail was all by itself, with only the packaging envelope to contend with.

Is it designed to protect 30A or 30mA?

This item's title and description make it clear that it is intended for "amp" protection. Because 1A (amp) equals 1000mA (miliamps), the total current would be 30,000mA.

"Type qe" is mentioned in the description, but the image depicts "type qt." What does the part say that is shipped when I need a type qt for a panel in my motorhome? thanks?

I was in need of the same type as you. It's a QT because it has the letters QT printed on it. I believe there is a mistake in the description.

Item does not work; unfortunately, the return window closed a few weeks ago, and I didn't have the time to install it until today; after the first try, it tripped, and never worked again; most likely, it was refurbished; I had to purchase it from a different store, which was 15 dlls more expensive; however, this is what you get when you buy something online.

30/20 QT Breaker is a perfect RV replacement

This 30/20 Circuit Breaker was the ideal replacement for my constantly tripping main breaker on my 2004 Fleetwood Prowler. This breaker combo is ideal for those who have a lot of breaker tripping issues in their RV but no actual electrical issues. Just like my original, it says QT series on the side. My air conditioner circuit was also moved from just under the main breaker to the box's bottom slot - This keeps the A/C Circuit from heating up the main circuit and causing it to trip more easily (Breakers tend to trip more easily as they get warmer). I haven't had a single breaker trip in two months of Florida summer (even with the A/C and Microwave on at the same time) since I replaced the breaker and relocated the A/C Circuit! While the power is turned off, double-check that all of your breaker connections are secure. even to the ground bus and the silver neutral bus Happy RV- ing!.

For Wfco Power Center, it is used as a main breaker

Because this single gang breaker can handle two circuits, I used it with a wfco 8735 power center for my camper as the main breaker and the breaker for my ac unit. This attaches to the bottom rail for support, then pushes into a top rail to distribute power to the other breakers. It appears that high quality worked the first time, and I am confident that it will continue to work in the future.
