There is a size listed of 8x16 inches but the overall dimensions indicate it is only 13 by 13 inches. The height of this object is 9 inches. There is no way to make it fit a 16" opening and only a 13" opening. ?

8 1/2 inches by 15 5/8 inches are the dimensions of the louver area- Cutout size- (this is the size of the cutout) There are ten inches to seventeen and a half inches overall on each flange. It is very well ventilated

Are there any brown or tan shades of this?

There are only white ones available. You can paint the white ones. Spray paint for plastic and vinyl is made by them

Does the bees have access to the screen since there is no actual screen?

On the backside of the sheet they sent me, there was a screen. Not a single bee was seen

Because the louvers were not cut at the right angle and the plastic was cheap, rain would seep.
