They're designed to push down on round stock, such as rebar, so I doubt it.
Each rebar size number is one eighth of an inch. As a result, 3/8 is the size of a three-inch bar. According to the Amazon advertisement, it will fit sizes 3 and up. So, yes, I believe the answer is yes! Keep in mind that these caps are flimsy and should only be used as markers. Not for the sake of preventing someone from tripping over the rebar.
The inside flexes to fit over thin to thick rebar diameters, so I believe it is one size fits all.

The caps are almost flush with the ground and anchored with pipe as property line markers; the product is exactly as described. The color is the same as on the Amazon product page's first image. Other photos show a darker color, "pumpkin or rust orange," as one reviewer described the actual product. However, most users are unlikely to care about the shade of orange. Some people, including myself, have had success using these caps on stakes and posts that aren't made of rebar. If users intend to use these caps on smooth round stock with a diameter close to 7 rebar size, the stated upper diameter for the caps, they should double-check their measurements. The grip fins on the inside of the cap appear to be for rebar. I went with a small font. I used a diameter pipe that was close to three rebar sizes and it fit snugly.
These are fine for marking rebar so you can see it from afar, but they're not very thick plastic, so don't whack them too hard when installing them. I thought I was being cautious by using a rubber mallet, but it was busted after one hard whack. There's no need to be concerned. They're easy to attach to the rebar by hand, and they seem to stay put fairly well. After I've seen how long they last in place, I'll update this review.
I was using short rebar pieces for pepper stakes and bending down to pick peppers one day when I accidentally missed my eye by 1". My stakes now have fun mushroom caps on them. Beware: If you don't use safety caps on your rebar, it will eventually catch up to you when you least expect it.
I needed something to go with my U posts, and I couldn't find anything. These are exactly what I needed. They are flexible enough to gently manipulate them onto the u post, despite the fact that they were designed for rebar.
Covered iron stakes in the ground perfectly. Property line markers are marked with stakes. It made it easier to spot them and provided some protection in the event that you stepped on one. The stakes were located along a trail. They protruded just enough for someone walking around barefoot to be injured, so these covers will help.
These aren't high-visibility by any means. They're a rusty orange color with a darker earth tone. I like them a lot more now that they're blue. However, I deducted a star because the color description was so off.
It was exactly what I expected. I'm extremely happy. For a project I'm working on, I'm going to use these as temporary lawn markers.
They fit a variety of sizes (at least 3, 4), and they don't come off like they're supposed to. They fade with age, but the protection they provide is physical rather than visual. At a fair price, this is a worthwhile purchase.
