It's likely that an adhesion promoter could be used to help the paint adhere to the plastic and dry faster. The paint will not adhere to the plastic without the adhesion promoter.

When I look at the exploded drawing, I notice small grooves on the inside of the angle. Is this the case, or is it just a flat surface?

These were purchased from Amazon as a "like new" deal. These are satisfactory in general. They have a smooth surface and are very thin. If you're doing this in a high-traffic area of the house, I'd go with something thicker and ruffier. It's not bad, but it's not suitable for use in living rooms.
