The PVC primer does not state that it is for ABS pipes, whereas the Oatey primer does. It would be wise to check the company's web site, as that will probably provide a more accurate response than what you can
My vinyl railings are stained, can I use this product to remove them?
There's no reason not to, just use a small amount on a sponge or rag and wipe it off. After that, wash your hands.
What is the best way to get rid of the writing on PVC?
95% is what I would call it. A PVC pipe was used as a "maypole" for a dance performance, and we had very faint writing on it that, from the stage to the audience, could not be read.

There is nothing to complain about with this stuff. This is great for removing the old tape residue from jump bars at my dog agility club, since I am retaping them. After it has been on a dirt floor riding arena for a while, it cleans the pvc back to white.
