Yes, I would get a ten, as I am a ten. In 11's I was given a 5 and bought 11, but they get too much water in them, I prefer them smaller and more stout
They fit nicely because I ordered my regular shoe size. Size runs true to size, in my opinion.
They stretch a bit, so I would go down a size if they were only in whole sizes.

The tanks fill up to the brim with water immediately, and trying to get the water out mid session is awful. Don't go up a size if you don't think you'll need it. Furthermore, when you walk into the sand looking like a kook with giant jiggly feet, you do not appear to be confident. Oh my gosh!.
I wear a size 12 shoe, but bought one size smaller. The planks are great and give you a lot more stick on the board. Buy a size smaller then what you normally wear to ensure your board is secure.
It has very good quality (as you should expect from O'Neill), and good sole (not too thick it's more comfortable than bare feet on rocky shores). The sock prevents your feet from being cold while you are in the water, making your whole day that much more enjoyable.
