It's fine to go small.
I ordered a Large for my 12-year-old daughter and a Large for my 7-year-old son, and both pairs were perfect for them. My daughter isn't as tall as the average 12-year-old girl. My son is of average height and build, so I would recommend going up a size because they will grow into them.
I ordered a medium for my 7-year-old daughter, who is of average height and weight, and they fit perfectly.

My daughter needed these because her ninja course was leaving her with blisters. This is fantastic. They protect her hands while also being extremely adorable.
I bought these bike gloves for my 2-year-old daughter to wear while riding her balance bike, but the small size was too big for her. The extra small was the perfect size for her. When kids (and adults) fall off their bikes, they put their hands down, and I didn't want my daughter's hands to get scraped up, ruining her biking experience. She prefers her gloves to her bike, and after a short ride (10 minutes or so), she wants to keep her gloves on at the playground, forcing me to wait for a nap before I can remove them.
