It's a smooth steer tube with an inside diameter of 0 inches.
According to my knowledge, the two IS (International Standard) holes can be used to fit calipers ranging from 140 to 180 front. You can simply screw it into those two holes and adjust it until it sits comfortably on the disc rotor. You can learn more by watching a few videos or visiting a bike ship.
Make sure the tube's outside diameter is 1 1/8" by measuring it. Next, measure the distance between the tube's base and the threads' end. A typical length is 175mm. The majority of the time, lengths are measured in increments of 25mm.

I measured my existing forks and found that everything except the length was correct. If you know how to do it, it's a simple fix. It was as simple as cutting the top post to the correct length and bolting it on. I recommend taking all of the dimensions and styles you require from your old forks or having a professional from a bike shop do it for you, as this will provide you with a search base from which to locate what you require. I really like the forks; they work well and are inexpensive.
Fits my jubilee deluxe motobecane. Finally got it installed on my old motobecane mountain bike, and it fits perfectly and raises the bike about an inch. I wish the shocks were a little stiffer because they are smooth and solid.
