There are two different kinds of work load limits working load limit (WLL) and minimum breaking strength (MBS). As a general guideline, work should not exceed 10% of the capacity of the machine. Please check the manufacturer's website before you buy this product. This is a fantastic product, just don't think it will hold up a house.

Can it fit a diameter of up to 15 inches?

An approximate diameter of 32 inches is what I would guess.
