No, I believe you have other issues if your gear lube is leaking into the engine area. This seal, I believe, prevents water from entering your boat from the outside because it is located behind the gimble bearing. So, if you have gear lube leaking from the driveshaft housing, I suppose it could prevent the lube from getting in, but you shouldn't have gear lube leaking like that.
No, Quick Silver's new gimball bearing is sealed and requires no additional grease. The seal is simply to prevent grease from entering the engine area, which is less of an issue now that the bearing has been updated.

The installation tool is inexpensive and simple to use. Getting the old one out is the most difficult part. To pull this out in under a minute, I used a 3/8 toggle bolt that I ground off a little on the ends of the wings, a 3/8 x 12 inch threaded rod, and an angle iron plate with a 7/16 hole drilled through. The toggle screw cost $2, and everything else I had on hand was free.
It did what it was supposed to do. Tools that are appropriate for the job.
