As far as locking the tailgate pad to the truck, or to itself while it's attached to the truck, the answer is no. It's simply attached to the tailgate with a few straps that allow it to be tightened and secured so that it won't come off. Taking this tailgate cover out of the box is a nice upgrade from other tailgate covers I've had, and it does feel more robust with better padding to protect the vehicle, although the locking mechanism is missing.
No, I don't own a Ram truck, so I am unable to confirm this. My GMC Sierra 2500 is covered by this cover. Taking all of that into account, I can't see why the cover would scratch any truck's tailgate. A soft material is used in making it. One of these covers could possibly have had threads or material left on it if it was not properly removed, and that is why the scratch appears. It's hard to say. I'd normally say that it should be ok on almost any truck, but this is hard to say.

The quality of the product is poor. You should stay away from this mat at all costs. This mat does not deserve its glowing reviews. There is just no way to keep the bikes straight with it. This bike is only held together by a thin Velcro strap that isn't sufficient to hold the bike upright. You flip the bikes as soon as you turn as you drive. Taking 5 slow doesn't hurt either, even if it's super slow The speed limit is 10 mph. Make sure you are aware of what you are purchasing. My return of this mat has been scheduled. Even though it's not totally useless, there is a risk of having hundreds of dollars wiped out in damage to your bikes or truck.
