Yes it is
I figured I'd take a chance with the mediums because my son is 43 inches tall, and they just about fit. At the very least, he'll get two years out of them now. The small is supposed to be ideal.

No, if you're looking at the extra small; I bought it for my 6-year-old daughter, and it was too small for her. The extra small has a shin length of 6 inches. The size is better understood if you measure it from top to bottom.

4'6". My daughter is exactly 4' tall, and they don't even come close to covering half of her shins.
The Velcro was sewn on the outside of his previous Adidas, making it more comfortable. I'm not sure if it's a defect, but I can't return them because he's already worn them.
Tiny. This item does not fit true to size.
My 5-year-old was 47" tall and the size MEDIUM was perfect for him.
These were purchased in two pairs. My 5- and 7-year-olds need a Small and Medium. Because they were both too small, I purchased a Large for my 7-year-old and a Medium for my 5-year-old. My daughters, on the other hand, aren't particularly large. They looked better in the Medium and Large sizes.
My daughter is bothered by a scratchy area where the strap is sewn on. Both the left and right guards have a scratchy spot on the top strap, but they otherwise appear to work fine.
The fact that the shin guard's bottom acts as an ankle brace is fantastic! They perform admirably and are a pleasure to wear.
Great product, but the foot holds were too loose for my tall, thin daughter to fit into the Large size (she isn't the recommended height). Despite the fact that the medium was a little small for her shins, we decided to go with it. Regardless, it is a good product.
