Although nice and comfortable, it is not suitable for a one-year-old child.
This is what I use for my 35-pound 4-year-old child. 8 lbs. So, I suppose this is a bit big for a 27-pound kid.

My purchase has made me extremely happy. My 2-year-old granddaughter weighs 25 pounds but is slender, so I ordered another swimmer vest in her size, but it did not support her even when it was tightened all the way down. When she wears this vest in the water, it stays up on her shoulders, and she feels very safe. In the others we bought, she wouldn't let you let go of her. With this one, however, she is allowed to float on her own with supervision. She can still lose her balance and fall into the water, but since she is not alone in the pool, she can simply straighten herself out. She also does not panic when this occurs because she is more at ease in this vest, which I would recommend as a swim aid.

This is a great tool for swimming or learning to swim with observation. This item is not intended to be used as a life preserver. I used it to float down the river with my little one; it was a little too big for her, but it did the job.

In the water, this vest perfectly supports her and keeps her safe. There will be a lot less anxiety for me, as I am afraid of drowning, and for my four-year-old. It has a back buckle that takes two steps to unlock, and it wasn't going to slip off of her, so she was able to swim fairly freely on her own with someone close by.
