Is this saddle pad thick enough to be used alone?

Yes! It's at least an inch in diameter, I believe. I actually use it on its own with a saddle that no longer has any fleece. There are no signs of pressure.

Is this pad suitable for a horse that has a high wither?

Yes, it is beneficial. I also use a second pad on top of it.
