It simply does not work

It simply does not work. Rather than submerging and following a diver, it planes and continues to surface. I put it to the test with divers ranging in depth from 10 to 40 feet and a variety of weights. The down rigger is the only thing I haven't tried yet. We had a lot of cheap swivels that would lock up after a single use, so we had to replace them all with some good ones. But it's simply a bad design.
