Yes, it is designed to float. A dog is not something I would consider purchasing. Take a Jolly ball with you. It cannot be popped, but it can be chewed on, and if there is a handle, it can be chewed off. It isn't, however, completely devoid of air.
Tom, I use yellow markers so that other boaters can't claim that they couldn't see them. My own is used to ensure that boaters and swimmers can see where I anchor just off the beach. I hope this has been of assistance.

We have a half-dozen of these in our remote control model yacht club, and we've been using them for years. The price is the best available, not a single one has failed after extensive sun and salt water exposure, and the red and yellow colors are still vibrant and fresh. Once or twice a year, add air to the mix.
This was purchased to serve as an anchor buoy. It's the ideal size for fitting in your boat while still being visible from the water. One end of a line should be attached to the buoy, while the other should be attached to the anchor itself. This way, even if the anchor rode is lost, you will never lose your anchor.
It wasn't intended for slalom, but rather to serve as an anchor point for an inflated island, which it does admirably. I expected it to be bigger (because I didn't read the dimensions), but it's well made and heavy. It appears to have a long lifespan.
I placed an order for ten of them. The material was soft and pliable (right hand side) and 5 of them blew up to the correct size. The material was rock hard on 5 of them, and they wouldn't blow up to the right size. (Left hand side).
So far, it appears to be a long-lasting product. My Bro- Law's dog swam out to it and bit it a few times, but it hasn't leaked yet, so far so good!.
The red is a lot darker than it appears in the picture. If you're looking for a more vibrant red, this isn't it.
Very good quality. This anchor is the perfect size for a kayak quick release.
For the mimi salmon course, this was exactly what we needed. I'm hoping they don't turn yellow too quickly.
