The origin of the box is not indicated on the box. However, China is more likely.
In my case, I based my decision on the bearing number L44643, not the axle. The bearing number you supplied brought up the spindle size. You can verify the results by running a few web searches.

The dust cap, however, is not the same as the one shown in the photo. There is one with a grommet that can be removed so that it may be lubricated. Ideally, I would like a dust cap made out of metal.
I used it on the tail wheel of my brushhog and it worked great.
