Tow it would be difficult to do, you could try putting it into a bathtub to see. Dunking it in water is more than fine, even for an extended time. Towing it I'm not certain about, I could try it in the tub. Those we have are very well made, we have never had a problem with them, they are tethered to the kayak without snags, and they are capable of taking lots of water without issue.
The camera will remain dry as long as you don't mind it getting wet. However, your kayak camera would be wet, as it would be attached to the kayak. All the items in the bag were soaked when I floated the calm river with it. Thanks to the waterproof properties of the phones and the drying out of the wallets.
