Deflated items can never be used again. It may be able to hold some weight but I cannot be sure. To pull a 10 pound anchor up, I used it with good results. In order to pull much more than that, you'll need the bigger size.

We should have one that is much bigger for.
There is a floating object! Everything seems to be going well so far. This is a heavy duty job. The boat is currently in a lake covered in 6 inches of ice, with more on the way. As soon as it gets to 40 below zero F, we'll see how it holds up to the ice. I have updated I made it through the winter wrapped in two feet of snow I bought two more cubes of ice in addition to the three I already had.
