Not sure. It swings up, but my gripe is that it is too small to fit a 3 inch. If you want the tongue to bend properly, you have to tighten it really tight so that the plates on each side bend correctly.
Pre-greased for easier use, the jack is easy to operate. When necessary, the grease zerk on the jack allows it to be easily lubricated.
In that case, yes, the package is complete. I installed it easily and it was simple to do. Worked like a charm. In a pickup bed we have converted into a trailer that measures 8 feet long
With the trailer, we were able to haul 2 yards of 5/8" gravel with no problems.

The bottom line is that, for what it costs, it is fine. The product is only light duty and wobbles a bit. If you are working with a hard surface, it should work. When it comes to gravel, don't bother. However, the bolts on it are very long, so it does not fit a lot of trailers. You might want to remove them and wrap the wound with a bandage if you don't. A nice feature of the swivel is that it That's good that there is a grease fitting on it. If it were more rigid, I would prefer it. When extended, it wobbles a lot which makes me think it'll fail but so far it hasn't. On the whole, this is a good deal for what you pay, but I would only use it for a light boat with one axle, like a Jon boat.
In my case, I bought a 3 in trailor tongue and the device does not cover the 3 in tongue as it is stated in the specifications, therefore the bolts have to be tightened more than they should be to stabilize the unit. A good position to be in.
Despite how light it is, this thing weighs a lot. Packaging could have been better because the box inside the box of the product was torn apart. This is a very sturdy product with a simple installation process. The Ironton trailer makes it really convenient to move around rather than have to lift it by hand and risk a back injury, etc. Well worth the money.

This replaced an older jack I bought on a trailer I got, and it works like a charm. Adding a zerk fitting to the model would let new lube be added as the model ages would be a good idea.
This is a wonderful product. Operation of lifting or lowering is made faster and more ergonomically comfortable with the vertical hand crank rotation. A covered cargo trailer with a capacity of 3500 pounds is what I used. Now, it can be easily rolled using one hand.
