No, it's just the meter.
The device has been calibrated to work without the use of any additional tubing on the air inlet. I don't believe it will work in the manner you describe.

For quick reference, it is not very useful.
I'm not sure why the other reviewer claims that the meter isn't particularly useful for quick reference. There is a mounting bracket for this meter that I couldn't find on Amazon (but a quick Google search for Hall Wind Meter bracket will turn up a few options), which might be useful to the other reviewer. On my light sport aircraft, I have this meter mounted on the short arm meter bracket; It's also the only airspeed indicator I've got on my plane. The Hall Wind Meter does not require batteries and can be used whenever you need it. I had a digital wind speed meter with a sensitive impeller that I used to measure the winds on the ground before launching when I flew powered paragliders. The manufacturer of that digital meter advises against using it to measure constant wind speeds like the ones I encounter in flight. The last one I bought lasted me more than a dozen years before a minor crack appeared in the graduated tube, so I'm in the market for a new one right now.
