I wouldn't say that at all. Our 15 lb dog can fit in them because they are foam. In my opinion, hard plastic or wood would be better than paper.

My personal opinion is that they wouldn't do that. They would be fine in the beginning, but I think they would wear out more quickly than you would expect. I have an 11 pound dog and they work just fine!

There's something wrong with the older one she doesn't seem as strong as she used to be.
