Yes, the wood will hold up unless it is struck by a large bird. Only metal toys are completely chew proof and can withstand a large bird.
The ladder isn't 21 inches in length. The rope ends and hooks are included in the length stated in the product description.
I had the same thought, but I believe it is a generic pine, not cedar (which is usually more expensive). This toy is a big hit with my Amazon, and it hasn't caused her any issues. When the wood is chipped apart, the pieces are all very pale on the inside, unlike cedar, which has a red tint to it. I hope this information is useful.

Birds are said to be safe because it is made entirely of natural ingredients. Two plastic bags were used to contain this. The inner bag had a strong odor that reminded me of kerosene or paint thinner as soon as I opened it. I would not buy this product again; safe bird toys should have no odor other than that of freshly cut wood.
I should have known better, but I needed a toy for my cockatoo right away. He is enamored with the bright colors and enjoys chiseling away at wooden blocks. Tearing them apart is her greatest pleasure in life, but it is also good for her health and aids her dexterity and beak. The ladder is only about a foot long, so it didn't fit in our African Grey's large cage. It won't be able to stretch all the way across the cage, even if it tries. I just received my toy for my African Grey, and after putting it together with the rest of her toys, she immediately started playing with it, usually it takes a week when I introduce her to a new toy, for the money it's a great buy, she started to pluck, and I was going to take her to the vet, but before I did, I took out all of her old toys and replaced them with cool vibrant colors, and slowly she stopped plucking, instead she started to chew her new toys.

I'd give it five stars if the image icon didn't show a Macaw; I bought it for our blue and gold Macaw, and I can tell you it's probably not big enough for a macaw. I'd say it's a good size for a conure, parakeet, or cockatiel, but not so much for a Macaw. Because the small beads are small enough to be swallowed whole, they appear to be a little dangerous. Still, it's a good toy for the money; however, if you get it for a macaw, you should remove the beads.
